About the Victorian Speedway Council

The Committee

Every year, on the final Saturday of July, clubs from across Victoria gather for a key moment in our motorsport calendar: the Annual General Meeting (AGM) of the Victorian Speedway Council (VSC).

At this meeting, our member clubs elect the committee that will guide and support the sport for the year ahead. It’s more than just a formal process — it’s a chance for our community to shape the future of speedway in Victoria.

Once elected, this dedicated committee meets on the first Friday of every month to ensure smooth operations, address emerging issues, and drive the ongoing growth of the sport. Special meetings can also be called at any time when urgent matters arise — because in motorsport, responsiveness is just as important off the track as it is on it.

To help manage the complexity of the sport, the VSC also operates two essential Sub-Committees, The Technical Committee and The Stewards Advisory Board.

While much of the excitement happens on the dirt tracks of Victoria, it’s the behind-the-scenes structure of the VSC that keeps our sport thriving. Whether you’re a racer, a volunteer, or a fan, this governance framework ensures that speedway remains safe, fair, and fun for everyone involved.

Technical Committee

The Technical Committee, a team that oversees the big picture of technical standards and compliance. This committee assists in the training of Scrutineers and ensures everyone is up-to-date on the latest rules and class specifications.

In collaboration with the VSC Committee, the Technical Committee:

  • Helps define and maintain class specifications (the technical rules for different types of race cars)

  • Hosts drivers meetings to review rules, clarify expectations, and promote a culture of safety

  • Oversees the selection of Scrutineers and helps guide their development and consistency

The committee is made up of a Chairman, a Secretary, Class Scrutineers, and Scrutineers, and its leadership is elected by the committee members themselves.

The Stewards Panel

When it comes to motor racing, fair play and safety are absolutely critical. At VSC Inc., that responsibility lies in the hands of a dedicated group of officials known as Stewards.

Stewards are trained officials responsible for overseeing race meetings and ensuring that all competitors follow the rules and regulations set by VSC Inc. Their job is not just about watching the race — it’s about upholding the integrity of the competition.

Stewards have the authority to issue fines, suspend competitors, or even cancel a participant’s entry if they are found to be in breach of the rules. Their decisions are made with the aim of maintaining fairness, safety, and sportsmanship throughout the event.

Guidance and oversight come from the Stewards Advisory Board, which is made up of:

  • A Chairman

  • A Secretary

  • A group of experienced Stewards

The Chairman and Secretary are elected by the members of the Stewards Panel, a group that also plays a vital role in training new Stewards. This ensures that every official is not only well-versed in the rules but also prepared to handle the responsibility that comes with the role.

Having a structured, accountable, and well-trained officiating body is essential for any racing organization. For VSC Inc., the Stewards are key to ensuring every race is run safely, fairly, and in accordance with the rules — for the benefit of all involved, from competitors to fans.
